Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the outgoing year. By day, political struggles are conducted: positive announcements are released from different nations. Immense energy is allocated on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from across the border, a capacity enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats roared overhead – modern combat jets delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably provided by partner states. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly becomes resigned acknowledgment: maybe the approaching threat won't cause damage this time, protecting urban areas from catastrophe and another blackout.
Ongoing Risks
Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its target.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are clearly incapable to replace in the short term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, certainly, persist.
Tactical Assessments
It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unrealistic to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from assuming that the situation will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.
Current Realities
Factually, there are no actual prerequisites for a armistice. Now, personal considerations are entering the equation: political desires to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
